Your telegram of 12th February. Oils. The object of

the prohibition is to secure that in view of requirements of the United Kingdom in respect of glycerine for the manufacture of explosives as large a supply as possible of materials from which glycerine can be extracted should come to the United

Kingdom.

I regret therefore that I am unable to give general authority for the shipment of vegetable oils, etc. to neigh- bouring countries. If you want to submit particular applications kindly state in each case the nature of the oil and from what place it comes. Please telegraph the latter information regarding the consignment to San Francisco alluded to in your telegram of 14th February.
